Owners of building are very concerned about the cost of their proposed building. They want to be assured that the budget established for their project at the conceptual design stage is equitable to complete their project when bids are opened. But most importantly, they want value for their invested money.
Budgets are established at the early conceptual stages of a project by the Owners. As designs progress and the scope of works are developed through the different stages of the design process, various class of estimates are done to confirm the budgets. If the budgets deviates from the Owners base, we use Value Engineering analysis to control and reduce scope where applicable to keep aligned within the agreed budgets.
The budgets for the different elements are built up using current industry prices and major subcontractor’s input where applicable. This process can be very elaborate and detailed oriented hence the reason we used the Canadian Institute of Quantity Surveyor (CIQS) Elemental Analysis Format and International Construction Measurement Standards (ICMS).
The bottom line is that Owners need value for money, costs of design elements must not exceed budgets, overall project costs expenditure must be within planned budgets and project design scope of works must be efficient to avoid changes.

The need for Owners and Stakeholders to have an independent oversight and control of costs and timely schedule progress is paramount, this determines the success or financial failure of a project. Owners need to take control and be proactive in putting in place the correct processes and procedures and to make sure they are followed. Also, the lack of effective Change Order Management, Estimating and Contract Administration can have a negative impact on projects, causing budget costs overrun. And in some cases, ambiguity and misinterpretation of Contract Terms and Conditions which may lead to a Claim situation.
